Health Program of Alameda County
The Health Program of Alameda County, also known as HealthPAC (and formerly known as CMSP or ACE), is a County program that provides affordable health care to uninsured people living in Alameda County. HealthPAC is not insurance and does not provide everything that insurance does.
In order to be eligible for HealthPAC, an individual must be an Alameda County resident, be between 0 and 200 percent of the Federal Poverty Level, not be eligible for Medi-Cal, and not be enrolled in private insurance.
Services are provided through one of the nine community-based clinics that are part of the network or through Alameda Health System.
In order to enroll, people make an eligibility appointment at one of the clinics or at Alameda County Health. Bring in identification, proof of residency, and proof of income.
HealthPAC Details
Health Program of Alameda County (HealthPAC) is a low-cost health program only for low-income people who live in Alameda County. You must apply and be approved to get HealthPAC coverage. HealthPAC is not health insurance. If you have health insurance, do not drop it. When you enroll in HealthPAC, you get coverage for most of your health care needs. All HealthPAC participants get a Medical Home and access to HealthPAC Customer Service. You may need to pay a copayment depending on the service, your income, and family size.
HealthPAC Eligibility
You may be eligible for HealthPAC if you:
- Are a resident of Alameda County, and
- Age 19 or over, and
- Have limited income (income at/below 200% of the Federal Poverty Level), and
- Are not eligible for public health insurance, and
- Complete the HealthPAC application
