Supported families that have access to health care, food, stable housing, and other basic resources are better able to support their children’s healthy growth, development, and success. While there are many ways to provide family support, we have adopted the place-based strategy of Family Resource Centers (FRC) as a best practice. FRCs can provide everything from enrollment into health insurance and public benefits, to food and clothing pantries, leadership training, wellness activities, and family literacy workshops. Families save time and feel supported holistically when they can get help with navigating and accessing family-focused services at a centralized Family Resource Center.
Family Resource Centers are especially effective because they bring together resources from many organizations and provide supports in a coordinated fashion. When placed in schools, they can increase the positive relationship between the school and families, encouraging families to view school districts, with their public and community-based partners, as centers of resources.

Connecting Kids to Coverage Initiative
In 2013, HSC partnered with the East Bay Agency for Children and three school districts to start FRCs in Oakland, Hayward, and San Leandro Unified School Districts through a Connecting Kids to Coverage Initiative to develop no-wrong-door, one-stop opportunities for families to enroll in health coverage and other public benefits. Today, these sites provide a range of support services such as parent education, assistance with basic needs, legal help, and family resource navigation, in a safe, culturally-responsive school district location.
