CP oversees the investigation and remediation of releases involving hazardous materials, including but not limited to pesticides, heavy metals, dry-cleaning solvents, and other contaminants that may impact environmental media.

Cleanup Program

The Cleanup Program (CP) oversees the investigation and cleanup of releases from hazardous materials, including, but not limited to, releases of pesticides, heavy metals, and dry cleaner solvents, among others.

Releases of other types of hazardous materials from underground storage tanks or other releases and/or spills that have contaminated soil, soil vapor, and/or groundwater may be regulated by Alameda County Health, Environmental Health Department (ACEHD) under the Cleanup Program (CP), San Francisco Bay Regional Water Quality Control Board (RWB), or by the Department of Toxic Substances Control (DTSC).

ACEHD, under LOP’s CP, oversees the investigation and remediation of contaminated properties pursuant to California Health and Safety Code Sections 101480 through 101490. These provisions allow a Responsible Party (RP) or a site developer to request ACEHD oversight for investigation and remediation activities under a voluntary remedial action agreement (PDF). Upon receipt of an oversight request or confirmation of subsurface contamination, ACEHD provides the Department of Toxic Substances Control (DTSC) and Regional Water Quality Control Board (RWQCB) a 30-day notification of our intent to enter into a voluntary remedial action agreement. If no objections are raised by the State agencies within the notification period, an ACEHD case manager will be assigned to oversee the investigation and/or remediation activities. All ACEHD oversight costs are responsibility of the property owner, responsible party, or entity performing site redevelopment.

To determine whether your site can be accepted into the ACEHD’s CP, complete and submit the Request for Preliminary Site Review for Oversight Determination application (Word) along with the site review fee. An ID number will be established in the State Water Board’s GeoTracker website and all technical reports (in PDF format) describing the environmental conditions for the site must be uploaded to GeoTracker. ACEHD will review the submitted documentation and make a determination whether an SCP case is required.
