The Housing Services Division within H&H provides systems development and implementation for housing programs serving people experiencing homelessness throughout Alameda County. Within Housing Services, staff teams oversee contract and program implementation in the following major areas:

  • CalAIM Housing Community Supports
  • Housing Portfolio and Pipeline
  • Services in Board and Care, Interim, and Permanent Housing
  • Learning Community/ Provider Support
  • Community Care Expansion P, Behavioral Health Bridge Housing and Other Initiatives

Shelter Standards

The Alameda County Emergency Shelter Standards are intended to ensure a consistent quality of care across all County-funded emergency shelters and to operationalize the County’s commitment to providing low-barrier, housing first, and emergency shelter services to those without homes in our community.

Property Owner Engagement

We offer incentive programs for landlords who have available housing units to rent, including guaranteed rent payments and cash bonuses.

CalAIM

CalAIM is a multi-year, multi-initiative transformation of California’s Medicaid system.

Homekey Initiative

The Homekey Initiative is a state program that funds municipalities to convert hotels, motels, and vacant properties into permanent housing for unsheltered individuals.

Fairmont Navigation Center

Our new center provides individuals experiencing unsheltered homelessness with respite services to recover from an injury or illness and a path toward permanent housing.

Housing Community Supports

We partner with providers to offer housing services to over 1,800 vulnerable households in Alameda County.
