The Billing & Benefits Support Unit is responsible for a variety of tasks related to and for the coordination of billing and claims. These areas of work include client or member benefit and eligibility verification, provider set-up within the State Department of Mental Health Care Services (DHCS) provider systems, billing and claiming software coordination, including provider and insurance plan administrative maintenance and billing information set-up.

Specific Services

• The Billing and Benefits Support unit is part of the Finance Division. The specific activities of this office include the following tasks:
  Serve as an intermediary with the State Department of Health Care Services (DHCS) for Medi-Cal provider set-up within the DHCS provider systems.
• Support BHD Billing/Claiming software system coordination and maintenance of provider, insurance, and billing information set-up.
• Complete Mental Health Plan Fee-For-Service provider claims processing.
• Manage the administrative process for County clinic billing and revenue receipt (e.g., Medicare, insurance and Medi-Cal).
• Support Mental Health and Substance Use Disorder contracted provider billing activities and claims coordination.
• Support programs and clients with benefits and eligibility verification. Provide assistance with applying for client benefits (Medi-Cal, Health PAC, and Uniform Method of Determining Ability to Pay (UMDAP)).
• Confirm the status of benefits and troubleshoot complex eligibility responses with the ability to act as an authorized representative with client consent.
• Manage and administer the Substitute Payee Program (Sub-Payee), including acting as the representative payee for clients connected with ACBHD who receive Social Security Disability (SSDI) and/or Supplemental Security Income/State Supplementary Payment (SSI/SSP) benefits, maintain SSDI, SSI/SSP, Medi-Cal and Medicare eligibility for clients enrolled in the Sub Payee Program.
• Provide overarching provider training and support for the following scopes, Mental Health and Substance Use Disorder client data collection and training, Medi-Cal eligibility verification training, and ACBHD billing system data entry issues and reporting requirements.
